You tried

• Restart the build server
• Restart the IIS
• Restart the computer
• Restart the website

But none of the above works and yet still you got the following errors

Then as a solution that works for me,

• Go to the IIS Server
• Stop then start the Management service (actually you can see this too on windows services)
